Frequently Asked Questions
For DOA-DET Vendors

STATE OF WISCONSIN VMS Program is an enterprise solution to manage "staff
augmentation" contractors. The deployment of VMS PROGRAM is an initiative
within DOA-DET Workforce Department that will deliver:

  • Best practices for IT and other professionals staffing,

  • Corporate compliance in areas such as co-employment and financial reporting

  • Repeatable management processes

  • Centralized program administration


The deployment and ongoing management of the VMS PROGRAM within DOA-DET is being directed by STATE OF WISCONSIN executive management.

Q: Why is the STATE OF WISCONSIN (DOA-DET) VMS Program being implemented?
A: STATE OF WISCONSIN (DOA-DET) is implementing this program to manage the large number of vendors, standardize, and automate the contingent workforce workflow and to increase administrative efficiencies. STATE OF WISCONSIN (DOA-DET) will be using The InSite®- Engagement Lifecycle Management Tool powered by Fieldglass for all job requirements requirements, contingent workforce management, and time approval and invoicing.

Q: How will job requirements be received?
A: All new job requirements will be sent electronically to your firm with details of the job requirements. The vendors will submit contingent workers résumé's via InSite®.

Q: Will I be able to negotiate the bill rates for my IT contingent workforce?
A: The rates are set in the STATE OF WISCONSIN (DOA-DET) Rate Card. These are set rates based on job type, geographic location and years of experience.

Q: How will the contingent worker receive approval for hours worked?
A: Each contingent worker will have access to InSite® and enter hours worked. The timesheet will be routed automatically to their supervisor for approval.

Q: How will my firm invoice STATE OF WISCONSIN (DOA-DET) for services rendered?
A: An approved timesheet from InSite® will become the invoicing mechanism for STATE OF WISCONSIN (DOA-DET) to pay your firm for services rendered. This invoice will be uploaded into STATE OF WISCONSIN (DOA-DET)'s accounts payable system and payment will be released based on contract terms. (No paper invoices will need to be sent to STATE OF WISCONSIN (DOA-DET) for payment) The COMSYS VMS Program will invoice the State of Wisconsin on behalf of your firm.

Q: How long will vendors have to decide whether to join the State of Wisconsin(DOA-DET) VMS Program?
A: Vendors must sign the VMS Vendor Agreement by August 28, 2006

Q: What workforce does this program apply to?
A: The State of Wisconsin (DOA-DET) VMS Program will be implemented for all STATE OF WISCONSIN (DOA-DET), lines of business and will affect all IT contingent workforces currently working for a supplier.
