STATE OF WISCONSIN VMS PROGRAM is an enterprise solution to manage "staff
augmentation" contractors. The deployment of VMS PROGRAM is an initiative
within DOA-DET Workforce Department that will deliver:

The deployment and ongoing management of the VMS PROGRAM within DOA-DET is
being directed by STATE OF WISCONSIN executive management.
This document contains a list of frequently asked questions that might be encountered
when deploying the VMS PROGRAM within STATE OF WISCONSIN (DOA-DET). Should you

VMS PROGRAM Overview:
Q: What is VMS PROGRAM?
A: STATE OF WISCONSIN (DOA-DET) will be implementing a new program, the "STATE
OF WISCONSIN VMS PROGRAM to manage the contingent IT staffing needs for
Wisconsin state agencies. The VMS PROGRAM will consist of a dedicated
team that will be implementing standard and automated processes.
The VMS PROGRAM will bring consistency, standardization, and efficiency.
The InSite®- Fieldglass contingent worker software browser-based system
will help efficiently coordinate requisition to hiring activities, streamline
the approval process, support documentation for audit compliance, and provide
ongoing reporting.
The VMS PROGRAM is a comprehensive program that helps the STATE OF WISCONSIN
manage and coordinate IT contractor staffing needs in a manner that provides
cost and administrative efficiencies to the individual departments and agencies.
The VMS PROGRAM contains two (2) primary components: a web based software
program (provided by InSite® - Fieldglass) and a dedicated VMS PROGRAM
on-site management team. The VMS PROGRAM team will configure and deploy
the software, help standardize processes and help manage our relationships with
IT vendors. The VMS PROGRAM will not replace existing vendor relationships,
but it will provide a common umbrella under which all IT vendors providing contract
labor and staff augmentation services will operate.
Q: Why did STATE OF WISCONSIN (DOA) choose to implement this program?
A: The decision to implement the VMS PROGRAM was based on a number of key factors.
- The VMS PROGRAM will provide an opportunity to benchmark existing rates
and to normalize rates that may not be consistent with the marketplace. The
VMS PROGRAM will help maintain our standardized rate table and communicate
these rates to our vendor community.
- The VMS PROGRAM will help measure vendor performance more effectively.
This will enable us to identify high performing vendors more easily and leverage
their capabilities more effectively throughout state government.
- Through the VMS PROGRAM, we will achieve greater visibility into our IT
contracted personnel resource spend, including both financial and vendor performance
metrics.
- The VMS PROGRAM will also facilitate audit compliance and comply with union
requirements regarding our IT contracted personnel
Q: How does VMS PROGRAM affect me?
A: DET managers who have contingent staff will coordinate their needs through
the VMS PROGRAM, utilizing web-based software to automate and expedite the process,
and allowing the VMS PROGRAM Team to coordinate the recruitment, interviews,
and on-boarding for these resources.
Q: How will the current process change with respect to engaging with and utilizing IT contractor personnel?
A: As part of the VMS PROGRAM deployment of the web based software (the InSite®
system) that facilitates the process of engaging and utilizing contingent staff,
specifically, when a contractor personnel need is identified, the DET Hiring
Manager will complete an on-line requisition(RFS) using the InSite® system.
This requisition will then be routed electronically within DET for approval.
Once approved, the VMS PROGRAM Team will work with the vendor community to identify
and recruit candidates for consideration. The VMS PROGRAM Team will then provide
the Hiring Manager with a group of potential candidates, and coordinate the
interviewing process. Once an acceptable candidate is selected, the VMS PROGRAM
will coordinate the contractor on-boarding prior to their assignment.
Q: How will the program be administered?
A: The VMS PROGRAM Team will deploy the VMS PROGRAM (both the best practice
processes and the InSite® software tool), and will then manage the VMS PROGRAM
Office for the STATE OF WISCONSIN. From a resources perspective, the VMS PROGRAM
will provide a dedicated team of specialists to manage and administer the program.
This team will be located near the STATE OF WISCONSIN (DOA-DET) facilities.
A series of consistent processes will be implemented and managed by this team.
The InSite® software tool will be managed by the VMS PROGRAM Team and will
be used to coordinate all aspects of the contractor personnel process, from
requisition creation to the hiring and management of contingent workers. The
InSite® software tool will also generate dashboard reporting for use by
Hiring Managers to monitor activities on an ongoing basis.
Q: Will we be required to use the VMS PROGRAM for all IT contractor
personnel requirements?
A: Yes, the VMS PROGRAM will include all contingent staffing currently covered
by the Information Technology Services Sourcing Contract. The VMS PROGRAM Team
will manage our IT contingent staffing process going forward. Service benchmarks
have been established with the VMS PROGRAM Team to ensure that our pool of approved
vendors is properly coordinated and managed. The VMS PROGRAM is a "vendor
neutral" program, and the InSite® software tool will send new requirements
to our vendor community in an automated manner, based on business rules that
the STATE OF WISCONSIN has established.
NOTE: The VMS PROGRAM is for IT contractor personnel requirements only
(e.g., resources contracted on an hourly bill rate basis). Turnkey IT solutions
that are billed on a project milestone basis are not currently included.
Q: What will happen to my existing vendor relationships?
A: All current, approved vendors will be given the opportunity to participate
in the VMS PROGRAM under the terms and conditions that the STATE OF WISCONSIN
has developed for this new program. Every effort will be made to bring the current
approved vendors into the VMS PROGRAM, which will enable them to continue providing
services. Once the VMS PROGRAM has been deployed, all requisitions will go through
the VMS PROGRAM. Vendors that do not comply with the program's business rules
and performance standards will be subject to penalties; including potential
removal from the VMS PROGRAM (removal from the program would prevent a vendor
from receiving future contractor personnel requisitions from state agencies.
PROGRAM DEPLOYMENT
Q: What is the deployment plan?
A: The deployment efforts for DOA-DET have already begun, and will continue
through September 11, 2006. It is our intent to launch the plan in its entirety
on September 11, 2006. Key activities and milestones in this deployment are

Q: How will the VMS PROGRAM impact my current IT contractor
personnel?
A: The VMS PROGRAM deployment activities are designed to minimize the
disruption of current operations. That includes minimizing the impact on existing
IT contractor personnel. The VMS PROGRAM Team will contact each respective vendor
directly and diligently work to enroll all current vendors into the program.
We expect most vendors will understand the State's rationale for this new program,
and accordingly, will support the program's goals and objectives. Vendors supporting
the STATE OF WISCONSIN under the new program will experience no disruption in
the services they are currently providing.
Q: What will happen to vendors (and related resources) that choose not to
participate in the VMS PROGRAM?
A: The VMS PROGRAM Team has committed to work as diligently as possible to achieve
a 100% enrollment rate in the program. While we will continue to operate with
this as our goal, we will also plan for the event that certain vendors chose
not to participate. Vendors that chose not to participate in the program will
likely see their business with STATE OF WISCONSIN (DOA-DET) eliminated within
a short period of time. We understand and recognize the risk that may present
to certain key resources; however, the VMS PROGRAM is a strategic initiative
that is being deployed as a STATE OF WISCONSIN best practice. The VMS PROGRAM
is committed to minimizing the disruptive impact of vendor non-participation
by utilizing a number of strategies, including the replacement of those resources
with equivalent talent. The program terms are fair and market competitive, and
it is in this spirit that we will be approaching our vendors to continue supporting
the STATE OF WISCONSIN under this program.
Q: How much time and effort will I be expected to provide during the VMS
PROGRAM deployment?
A: Prior to deployment, the VMS PROGRAM will ask that all of our Hiring Managers
attend brief training sessions on the program and the software tool.
Q: Will my input into the future processes for this program be captured
and considered?
A: Yes. The VMS PROGRAM will make every attempt to gather and collect input
on your current and future contractor personnel needs, your past experience
related to contingent staffing, and your expectations on the program deployment
and operations.
Q: What do I tell my contractor personnel with respect to this program?
A: It is our intent to retain 100% of the current contractor personnel. As noted
previously, the VMS PROGRAM will be working diligently to enlist our current
resource providers into this program. The contractor personnel provided by vendors
who elect to support the State under this program will continue their assignments
without interruption. If there are vendors that elect not to participate in
the VMS PROGRAM, we will identify the contingent staff they are currently providing
and make every attempt (as legally permitted) to retain the individual resources
in question.
Once the program has been launched, the biggest change that contractor personnel
can expect will relate to time and expense collection. The program will include
a web based time and expense entry system and, accordingly, we will require
contractor personnel to submit time and expense electronically on a weekly basis.
Q: What do I tell my vendors with respect to this program?
A: You may direct your vendors to contact the VMS PROGRAM Team directly with
any questions regarding this program or the underlying deployment activities.

Q: If a decision is reached to transition some of my contractor personnel,
what is the timing and process associated with that?
A: Our intent is to retain all of our current IT contingent labor resources,
so we believe that transition instances will be minimal. In the event that a
transition is required, the VMS PROGRAM has been instructed to evaluate each
situation on a case by case basis with DET Management prior to proceeding with
a transition.
Q: When will I be trained on the VMS PROGRAM?
A: VMS PROGRAM user training is scheduled for the week of September 4, 2006.
Training will include an overview of the VMS PROGRAM and a detailed walkthrough
on how to use the InSite® software tool. Quick reference guides, on-line
tutorials, integrated help features and other support materials will be distributed
as the VMS PROGRAM deployment proceeds. Once the program has "gone live"
on September 11, 2006), the VMS PROGRAM will schedule additional training sessions
which you may attend at your option.
