PROGRAM OVERVIEW:
Q: What is the COMSYS Vendor Management Program (VMS)? A: The COMSYS VMS program is a comprehensive program that helps companies manage and coordinate their contingent staffing needs by providing a dedicated team, standardized processes, and customized web based software. COMSYS’ VMS is not a replacement for the existing vendor base, but provides an umbrella under which all Vendors providing services operate.
Q: Why is T-Mobile implementing the VMS Program? A: T-Mobile expects to realize numerous benefits including: a standard contingent staffing process and shorter related cycle times, improved matching of job requirement to contingent staff skill sets, improved performance of contingent staffing Vendors, improved insight into spending on contingent staff, standardization of the Rate Card and various administrative efficiencies. These benefits obviously result in improved operations and cost savings.
Q: Why did T-Mobile choose COMSYS as the vendor manager? A: T-Mobile conducted an exhaustive process to evaluate and select the vendor for this program. COMSYS is a national provider of staffing and solutions, with offices in 30 cities across the US.
COMSYS’ experience in vendor management programs is significant. To date, prominent companies such as Allstate, Lyondell, JP Morgan, Waste Management, State of Georgia, Discovery, and British Telecom all utilize the COMSYS VMS program. COMSYS has developed a stringent methodology around the deployment and management of these programs and, accordingly, will help to ensure that the implementation and maintenance of this program is as smooth as possible.
Q: How will the program be administered? A: COMSYS will implement the program through a combination of resources, processes, and web based software developed by Econometrix. From a resources perspective, COMSYS will provide a dedicated team of specialists to manage and administer the program.
Q: How will Vendors benefit from joining the VMS Program? A: Vendors agreeing to the program terms and conditions can retain their relationship with T-Mobile and will have the opportunity to maintain or expand their current staffing assignments, subject to their ongoing performance and T-Mobile’s needs. By joining the program, Vendors will establish an ongoing relationship with COMSYS, which may create contingent staffing opportunities in other VMS programs. Vendors should also experience administrative efficiencies relating to assignment at T-Mobile.
Q: How will the current process change with respect to engaging with and utilizing contingent staff? A: COMSYS will implement a program and web based toold that facilitates the process of engaging and utilizing contingent staff. Specifically, when a contingent staff need is identified, the respective T-Mobile Hiring Manager will complete an on-line requisition. This requisition will then be routed electronically within T-Mobile for approval. Once approved, COMSYS will work with the vendor community to identify, recruit, and pre-screen candidates for T-Mobile’s consideration. COMSYS will coordinate the interviewing process and, when a selection is made, will prepare the necessary notifications within T-Mobile.
Q: Will Vendors still have direct contact with T-Mobile hiring managers? A: No. As part of this program, T-Mobile has requested that all communication regarding contingent staff will be conducted through the dedicated COMSYS representative. Contact details are listed at the end of this document.
Q: Will Vendors still negotiate the bill rates for the contingent staff placed at T-Mobile.? A: No. The rates are set in the T-Mobile Rate Card or established market rate set by the hiring manager. These rates are based on job type, geographic location and years of experience.
PROGRAM DEPLOYMENT:
Q: What is the deployment date? A: The deployment efforts have already begun and will continue through May of 2005. The intent is to launch the plan in its entirety by June, 2005.
Q: Will the participating Vendors and contingent staff receive training as to the new processes and systems? A: Yes. Training has already occurred for most vendors but if you have not received
Q: Is there a cut-off date for joining the VMS Program? A: Vendors must sign the Subcontract Vendor before they can be included in the system. We will consider any vendor through the life of the project.
Q: What happens if a vendor decides not to join the VMS Program? A: COMSYS will implement a transition strategy previously agreed to by T-Mobile Vendors that choose not to participate in the program risk losing their relationship with T-Mobile and having their contingent staff currently in place at T-Mobile replaced.
Q: Will contingent staff be disadvantaged by this VMS Program? A: There is no intent for Vendors or staff to be disadvantaged. The employment and financial arrangements between the contingent staff and their agency remain the sole responsibility of the staff and their agency. Neither T-Mobile nor COMSYS will get involved in disputes arising among Vendors and their staff.
Q: Will bill rates be reduced if they currently exceed the new T-Mobile Rate Card? A: There is a high probability that the answer is yes since one of {T-Mobile’s goals is to bring current bill rates for contingent staff into line with its new Rate Card. This would have been the case whether the VMS program was implemented or not.
